Cricket Footprint Grows with Premium Extended Coverage, Forming Largest Roaming Coverage Area for a Low-Cost, Unlimited Carrier

~ Roaming Agreements with 14 Wireless Companies Expands Coverage from Coast to Coast ~

SAN DIEGO--(BUSINESS WIRE)--Nov. 13, 2008--Leap Wireless International, Inc. (NASDAQ:LEAP), the parent company of Cricket Communications, Inc., a leading provider of unlimited wireless services, today announced it has significantly expanded the size of its Cricket footprint with the availability of Premium Extended Coverage (PEC). Strategic roaming partnerships with 14 wireless companies provide Cricket customers unlimited usage in an area stretching from New York to California and from Wisconsin to Texas. The service is available now and is included at no extra charge in Cricket's $50 and $60 monthly rate plans, and is available with all other rate plans for an additional $5 per month. Customers can also continue to purchase Nationwide Roaming Minutes through Cricket's Flex Bucket program.

PEC provides Cricket customers with unlimited talk across partner coverage areas without incurring roaming charges. Key new markets covered in the PEC include: Los Angeles, Sacramento and San Francisco, Calif.; Jacksonville, Miami and Orlando, Fla.; Atlanta, Ga.; Indianapolis, Ind.; Detroit, Mich.; Columbus, Cleveland and Toledo, Ohio; Dallas, Texas; and Green Bay, Wis. PEC is not available for Cricket's broadband or PAYGo products.
